2009 Changes to Job Network

The 2008/2009 Federal budget was released today. Plans have been outlined for the new employment services contract next year.

Changes focus on helping the most disadvantaged. As the majority of provider’s case-loads have trended towards these job seekers this will be good news for most providers.

    In relation to the outcome fees payable to organisations I have a veiw like other organisations that have raised issue over this topic on the Jobs Australia site. Outcome fees should not be differentiated between brokered and jobseeker initiated. The important aspect is the jobseeker has gained sufficent employment to no longer require a centelink payment. In most intances the provider has played an integral part in either motivating and developing the skills for the jobseeker to self search for work. This differentiaiton of outcome payments will penalise organisations who view it important to skill jobseekers in self searching, which creates a model of ownership and partnership. Rather than a model which intimates a focus on being the organisations responsibility. The differentiation also is open to manipulation of providers turning once what was a found own employment into a brokered position. I beleive the present exisitng model of outcome payment that does not discriminate would be a better way forward.
